Proposals for a Mother and Child Health Service, with Comments of the Irish Medical Association, 1950 Typescript issued by the Department of Health and dated Meitheamh [June] 1950. Pp [4], 21, [3], with a typed letter issued by the Medical Association of ire to its members. 3 pp. The principal document is entitled “Proposals for a mother and child health service under part III of the Health Act, 1947” and is stamped “Confidential”. It outlines the scheme proposed by the Minister (Dr Noel Browne) for modernizing the Irish health service and tackling the poor health of many children, and the high incidence of infant mortality. The Fianna F il Health Act of 1947 had provided the mechanism for dealing with this, but it fell to the incoming coalition government to implement its proposals. Section 5 reads: “In general, the scheme will provide for safeguarding the health of women in respect of motherhood and for attendance to the health of children up to 16 years of age. No portion of the scheme is compulsory ? There will be no means test.” The covering letter to members of the IMA lists points of concern that had been raised at a meeting between their representatives and the Department, summing up that “the Association was in full agreement with the desire to provide Improved Medical Services but was definitely opposed to the socialization of medicine”. The scheme was scuppered by a combination of factors: the hostility of the IMA, the paranoia of the Catholic hierarchy, and the intransigence of Dr Browne. The controversy it caused was one of the factors that led to the fall of the inter-party government in 1951. The incoming Fianna F il government introduced a modified version in the Health Act of 1953, which led to the establishment of the present two-tier system, in which private and public systems exist side by side. Insult to Roman Catholics Irish Manuscript, Browne, (Samuel, G.) Als. written to the actor Thomas Robson, the actor accusing him of insulting the Roman Catholics at a performance at the Olympia Theatre? in Dublin. 2 Johns Lane, Dublin, Jan. 6 1853. 8vo, 3 pages with integral blank, entirely holograph, written in blue ink. The writer attacks Robson for insulting the Roman Catholics, in a performance, probably at the Olympia Theatre, threatening to use his influence to stop him performing in future. This seems to have had little effect because he remained in Ireland until his death in 1864. Browne claims that he was a priest, not a cobbler. (1)
